UPDATE: Congressman Charlie Rangel has been declared the winner of the Democratic Primary for New York's 13th Congressional District. If he wins overall, this will be his 23rd term in Congress, and also what he says will be his last.

Congressman Charlie Rangel is celebrating a win in Tuesday's primary, even though State Senator Adriano Espaillat has refused to concede.

"I want each one of you to go home and know that this was your victory," Rangel said.  "This is your congressman and you can rest assured all I will be doing is thinking about you and bringing these resources home."

The polls show Rangel with a 47 to 44 percent advantage, but the absentee ballots still need to be counted.

Espaillat took the stage to thank his supporters, but wouldn't throw in the towel in the primary race.

"We have reviewed the results and we feel this race is too close to call," Espaillat said.

The ballot count shows Rangel leading by fewer than 2,000 votes.  In a primary battle two years ago, Rangel defeated Espaillat by about 1,000 votes.

The 84 year old Rangel has served 22 terms in Congress.
